Mr. Sproat

asked the Secretary of State for Social Services under what circumstances a United States citizen, employed outside the United States of America in a diplomatic establishment, can return to the United States on holiday, and spend four weeks on the way in the United Kingdom and draw British social security benefits during those four weeks.

Mr. Orme

If an alien in these circumstances declared himself to be without means, he would be referred to his embassy or nearest consular office; if need be, a single payment of supplementary benefit to enable him to get there would be considered. The conditions for payment of other social security benefits are unlikely to be satisfied.
