asked the Minister of Overseas Development whether she will take steps to ensure that, in view of the renewed agreement on co-operation announced on 20th January, the advisers to be sent to assist the Paraguayan beef industry will not be confined to multinational corporations such as Brooke Bond Liebig but will also benefit the peasant farmer.

There appears to be a misunderstanding here. Our technical co-operation programme with Paraguay operates under an agreement made in 1972, and no new agreement is envisaged. We are not sending out additional technical co-operation officers to assist the Paraguayan beef industry. Our present livestock programme there is as described in my reply on 14th February to my hon. Friend the Member for Kingston upon Hull, Central (Mr. McNamara).—[Vol. 944, c.163.]
