§ Mr. Clinton DavisNo. The White Paper explained that the definitions of airport categories should be interpreted flexibly since they would not necessarily be precisely relevant to all airports. It suggested that Liverpool airport might continue to provide broadly the same range of services as at present and forecast that traffic might increase to 1 million passengers a year in 1990 compared with 355,000 in 1976.
