§ Mr. HoramNo. These cases have to be seen alongside the 4 million transactions of all sorts the centralised system deals with every month while maintaining a proper record of drivers and vehicles. The old system was failing to provide that record. Quite apart from the disruption which a further change would cause, it would be mistaken to return it.
