§ Mr. LuardThe Government help refugees by channelling aid through the United Nations High Commissioner for Refugees, and sometimes by grants to voluntary agencies active in this field. I have not seen any specific proposals for a general fund for refugees, and should appreciate details of what my hon. Friend has in mind.
