§ Mr. JohnThe Parliamentary Commissioner for Administration found that no maladministration has occurred in this case; and no action with respect to the individual complainant was called for Owing to a variety of factors, including the need for restraint in public expenditure and the continuing high level of the prison population, there is no early prospect of any general improvement in conditions in local prisons, to which the Parliamentary Commissioner referred in the conclusion of his report.
