§ Mr. Nicholas Wintertonasked the Secretary of State for Foreign and Commonwealth Affairs (1) if he will raise in the United Nations Security Council as a threat to world peace the naval presence of the USSR in the Horn of Africa;
(2) if he will raise in the Security Council as a threat to world peace the military presence of Cuba in Ethiopia.
§ Mr. RowlandsNo. We have made it very clear to the Soviet and Cuban Governments our concern at their involvement in the Horn. As my right hon. Friend said in the House on 18th January, he would favour going to the Security Council over the dispute in the Horn of Africa, provided there was general support for this move.
