§ Mr. Adleyasked the Secretary of State for Transport if, in the light of the latest accident on the A33 between the southern end of the M3 and the M27, and the fact that this piece of trunk road, including the Winchester bypass, has the heaviest traffic flow of any non-motorway road in Hampshire and a death and serious accident rate substantially above the national average for motorways, he will cause to be erected, on the motorways at each end, large signs warning of the exceptional danger of this piece of road; and if he will see that the M3 and M27 are soon joined by an appropriate type of road.
§ Mr. HoramI do not consider that a general warning is an effective way of reducing accidents over 19 miles of road. Signs lose their impact unless drivers can relate them to particular and immediate hazards. My right hon. Friend will take a decision on a new road when he receives the inspector's report on last year's public inquiry.
