§ Mr. Charles Irvingasked the Secretary of State for the Environment if he is aware that local authorities are concerned about suggestions that the total locally determined sector quota for 1978–79 is to be lower than that for the current year and below the figure previously indicated by the Government; and, in view of the fact that any reduction in the quota will either mean an increase in the general rate levy, an irresponsible application of balances so far as committee schemes are concerned, or delays or postponement in respect of new schemes, he will reconsider his policy.
