§ Mr. John SilkinThe EEC Commission has the primary responsibility to examine a possible failure to meet obligations under the EEC Treaty. Hence the United Kingdom Government asked the Commission to act with a view to ending the heightened discrimination against United Kingdom exports to France. The Commission has initiated proceedings under Article 169 of the EEC Treaty challenging the legality of the French import controls and calling for a reply from the French Government within a month.
