§ Mr. John GrantDiscussions between the employers' association, the trade unions concerned and ACAS have failed to reach a satisfactory conclusion on voluntary arrangements for the industry. I have therefore referred to ACAS the question whether, in order to maintain a reasonable standard of remuneration for these workers, a wages council should be established.
