Mr. Beith

asked the Secretary of State for Education and Science what advice she has given to local education authorities about the eligibility for awards of those foreign students who have resided in the United Kingdom on annual work permits or visitors' visas for the three years prior to the start of the course.

My Department, in a circular letter dated 27th January 1978, a copy of which I am sending to the hon. Member, gave general guidance to local education authorities on their consideration of ordinary residence for the purpose of awards. It is for local education authorities to decide what weight to give in individual cases to each of the relevant factors, including the terms on which an applicant has been admitted to this country.
