Unlike the 1968 Transport Act, EEC Regulation 543/69, which has recently replaced United Kingdom legislation on drivers' hours and record keeping, contains no exemption for the limited circulation on public roads of goods vehicles used in agriculture. My right hon. Friend has already made it clear that he hopes, over a period of time, to improve the EEC regulation and to achieve some flexibility, but this is unlikely to be a rapid process.
