§ Mr. FreesonThe Government made clear their concern over this problem in the Green Paper "Housing Policy—A Consultative Document". We announced our intention to consider the scope for giving private tenants the right to purchase their homes co-operatively in certain circumstances. We are now studying how this might be done. We are also examining the whole range of problems facing tenants and leaseholders of mansion blocks.
