§ Lord GORONWY-ROBERTSIt is not always possible to make clear-cut definitions of the constitutional position in other countries. But from the sources available the following Member States of the United Nations have Heads of State who are also Heads of Government:—

We shall take every appropriate opportunity to encourage new investment in the town and we have specially allocated over £2 million for advance factory development in Corby in 1978–79, plus a further similar sum for housing and house improvements there.
