§ Mr. William Sheltonasked the Secretary of State for Foreign and Commonwealth Affairs if he will raise in the Security Council the need to establish the number of Russian, East European, and Cuban nationals presently in Angola, Ethiopia, South Yemen, Tanzania, Nigeria and Zambia, who represent a threat to world peace.
§ Mr. RowlandsThe Government are naturally concerned at the increased Soviet and Cuban presence in areas of tension, but we do not believe it would be helpful to raise this particular matter 117W in the Security Council in the terms stated.
