§ Mr. Joel BarnettA large number of Government Departments have contacts with negotiators in their respective fields about the application of the pay policy set out in Cmnd. 6882. Any settlement which appears to be in contravention of that policy is reported to Ministers collectively, who decide whether discretionary action would be appropriate. In the event of a decision to take discretionary action the Treasury informs other Departments and the firm concerned. As regards the last part of the Question, I refer the hon.
