§ Mr. Denis HowellAs I stated in my reply to my hon. Friend the Member for Dunbartonshire, Central (Mr. McCartney) on 19th January—[Vol. 942, c.361]—the Government accept the view of the majority of the Stedman Committee that a licensing system would not overcome the drawbacks of existing law or be effective in dealing with the fundamental problems of unauthorised free festivals. The recommendation on the Festival Welfare Services Committee fieldworker is under consideration.
