Our general policy towards the young is to ensure that all those at risk of pregnancy should have access to contraceptive advice and services. We are concerned that young people are encouraged to take a responsible attitude to personal relationships. We are equally concerned to protect them against unwanted pregnancies; in 1975 there were 1,506 births and 2,200 induced abortions among girls aged under 16 in England and Wales. The provision of contraceptive pills is a matter for discussion between the young person and her doctor.
