asked the Secretary of State for the Home Department if he will permit permanently disabled persons living in sheltered housing for the elderly to pay the reduced, 5p, television licence fee even if they are under retirement age themselves.

The Government are reconsidering the whole question of licence concessions in the light of the Annan Committee's recommendations that no further concessions be introduced and that the concessionary licence available to residents in some old people's homes should be phased out.
