Mr. Arthur Lewis

asked the Secretary of State for Employment whether he is aware that the compulsory introduction of the tachograph under the EEC regulations will cost £100 million with £34 million per annum recurring costs, plus costs of fees for the administration of the tachograph calibration centres; and to what extent he estimates a rise in the cost of living or price index figures if all these costs are passed on to the consumer.

If the costs were to fall proportionately on each component of total final expenditure, the recurring costs of £34 million, which include the fees for the administration of the tachograph calibration centres, would add about £15½ million, or about one-fiftieth of 1 per cent., to consumers' spending. If the introductory costs of £100 million were apportioned similarly and passed on in full in a single year, they would add a further one-twentieth of 1 per cent. to consumers' spending in that year.
