asked the Secretary of State for Education and Science what controls her Department exercises over unqualified teachers operating in the private sector of education.

Mr. Oakes:

My right hon. Friend has no specific control over the qualifications of teachers employed in independent schools. Proprietors of independent schools are required by the Independent Schools Registration Regulations 1957 to make an annual return of all teaching staff with details of their qualifications. A teacher in an independent school who is considered to be not proper to be a teacher in any school may be disqualified from teaching under section 72 of the Education Act 1944, and a school may be struck off the register for failing to provide efficient and suitable instruction for its pupils.
