asked the Secretary of State for the Environment if he will institute an immediate and independent inquiry into the present deadlocked position of the strikes of 25,000 social workers in local authorities whereby the union of National Association of Local Government Officers and the national joint council cannot agree, and why the Advisory, Conciliation and Arbitration Service has not been called in.
