Mr. Douglas-Mann

asked the Secretary of State for the Environment (1) to what extent his Department seeks to influence decisions of rent officers and rent assessment committees through "Notes to Rent Officers" ; and whether it is the policy of his Department to encourage the use of capital values in fixing rents ;

(2) what is the status of the "Notes to Rent Officers" issued by his Department ; and whether it is the policy of his Department to encourage increases in excess of increases in the retail price index over the relevant period.
