asked the Secretary of State for Scotland, what is the average number of visits per year allowed to long-serving prisoners in Scotland.

Mr. Harry Ewing:

The basic entitlement for a prisoner serving sentence is 17 visits in the first year and 18 in each subsequent year, Additional visits may be allowed, generally for compassionate reasons, in individual cases.
