Mr. Harry Ewing:

On the most recent estimate, prisoners who are released on parole in Scotland serve, on average. about 73 per cent. of the imposed sentence less normal remission. Separate figures for prisoners who have no record of disciplinary offences while in custody are not available.

asked the Secretary of State for Scotland what criteria govern his Department's instructions concerning the release of prisoners on parole in Scotland.

Mr. Harry Ewing:

Each case is considered on its individual merits and no general instructions have been issued in Scotland. Factors which are generally taken into account relate mainly to the nature of the prisoner's offence; his previous record; his response in custody; the risk of his committing further offences; the likelihood that release under supervision, rather than continued custody, will enhance the prospects of his rehabilitation; and the home circumstances and the environment to which he will return on release. The weight attached to particular factors may vary, and others may be taken into account in particular cases.
