Mr. Wall

asked the Secretary of State for Trade what instructions have been given to the masters of British merchant ships about picking up refugees from Vietnam.

Mr. Clinton Davis:

Under section 6 of the Maritime Conventions Act 1911 the master is required, so far as he can do so without danger to his own vessel, her crew or passengers, to render assistance to every person who is found at sea in danger of being lost.

In 1977 the Government through the General Council of British Shipping reminded shipping companies of this obligation and informed them in Novem-
