Mr. Spearing

asked the Secretary of State for Education and Science what discussions have taken place and what proposals have been made concerning the proposed European Foundation.

Mrs. Shirley Williams:

The European Foundation was discussed at the Foreign Affairs Councils of 20th/21st November and 18th/19th December 1978, but no conclusions were reached. Discussions are continuing in Brussels on arrangements for the structure and financing of the Foundation, within the framework agreed by the European Council of April 1978.
