§ Dr. Summerskill:Fifty-two recommendations of the report of the inquiry into prison escapes and security are summarised in appendix C to Command Paper 3175. Recommendations 1, 4, 5, 11–13, 15–25, 27, 30–35, 37, 38, 41, 44, 45 and 48–52 have been implemented; recommendation 47 takes the form of a conclusion, which has been accepted; recommendations 14, 26 and 46 relate to arrangements modified by developments which the report could not anticipate, and have been implemented in intention; recommendations 28, 36, 39 and 40 have been implemented in part; and recommendations 2, 3, 6–10, 29, 42 and 43 have not been implemented, all but the last because they relate to the proposal that there should be a single, maximum security prison, which was rejected.
