§ Mr. Guy Barnett:Section 29 of the Town and Country Planning Act 1971 requires a local planning authority, in dealing with an application for planning permission, to have regard to the provisions of the development plan, so far as material to the application, and to any other material consideration. It is for the local planning authority to decide whether any representations made to it constitute material considerations.
