§ Mr. Moyle:While some factors such as perinatal mortality show an encouraging trend, it is extremely difficult to quantify overall progress in a multifactorial field like handicap; and I am sure my hon. Friend will not expect me to express satisfaction where there plainly remains room for further improvement.
