Mr. Spriggs

asked the Secretary of State for the Environment, in view of his reply to the hon. Member for St. Helens on 22nd November, if he will use his good offices to urge the North-West water authority to purchase a share of its pipe requirements from Rocla Pipes of St. Helens.

Mr. Denis Howell

The authority is autonomous in the exercise of its technical and commercial judgment, but I will see that the representations of my hon. Friend are brought to its attention.
