§ Mr. Merlyn ReesOn 1st November 1978, 151 administrative staff were employed in the criminal justice and criminal policy department, two of whom hold legal qualifications of some kind. In addition, there were two advisers who were formerly justices' clerks. The professional legal staff of the Home Office. comprising 14 barristers and three solicitors, form a separate branch serving the whole of the Department.
