§ Mr. John Ellisasked the Secretary of State for the Environment how many cases there have been during the last year where home buyers on new developments have experienced difficulties owing to sellers defaulting on their obligations to make up roads; and, if no such figures are available, whether he will issue a circular to local authorities suggesting that they be collected and reported to him.

I know of only one case of this kind. Street works authorities were advised by circular in 1974 to make wider use of the powers available to them to prevent these problems arising.
