asked the Secretary of State for Transport what criteria he uses to determine whether an estuarail road crossing should bear a toll.

The Government's policy is that tolls should be charged on crossings if their cost is exceptionally high and if they bring exceptional benefits and opportunities by overcoming a major barrier to road communication. Where local authorities plan new crossings it is for them to decide whether to propose financing them through tolls. There is no general power to charge tolls and new legislation has to be promoted in each case.
