§ Mr. Merlyn ReesAs I indicated in reply to a Question by my hon. Friend on 9th June—[Vol. 951, c. 260–1] —I intend to publish a paper to facilitate further discussions of the important issues raised by proposals for control over private security activities. I shall decide in the light of that discussion what action is necessary.
