asked the Secretary of State for the Home Department what consideration is given in the formulation of policy on maximum and minimum prison sentences and in the operation of the prison regime to the principles laid down in the United Nations standards minimum rules for the treatment of prisoners.

Prison regimes take account of the United Nations standard minimum rules, which were influenced in many respects by the Prison Rules 1949. If the hon. Member will let me know how he would wish the standard minimum rules to influence policy on maximum and minimum prison sentences, I shall be glad to look into his suggestions.
