HC Deb 02 August 1978 vol 955 cc352-3W
Mr. Kenneth Clarke

asked the Secretary of State for Trade what changes the Government are seeking to achieve in the multilateral trade negotiations on the pattern of international agricultural trade.

Mr. Meacher

We support the objectives on agricultural trade expressed in the statement issued by the major negotiating partners in Geneva on 31st July. These included the need for improved international co-operation possibly through the establishment of a GATT consultative committee; an understanding clarifying the GATT art. XVI: 3 so as to avoid distortions of trade in traditional markets through the use of export subsidies; completion of satisfactory settlements on the removal of specific obstacles to trade—which should include obstacles faced by the British food and drink industry such as United States wine gallon assessment; and the conclusion of new international agreements on the major agricultural commodities such as wheat, coarse grain, dairy products and meat, which will improve market stability and expand opportunities for trade, which should provide for improved access for New Zealand cheese and Australian beef.

We share the view expressed that a positive result in agriculture is critical to the successful completion of the negotiations before the end of the year.
