asked the Secretary of State for Wales if he will take steps to enable the letter D to be of equal validity with the letter L for learner drivers of motor vehicles in Wales.

The shape of the distinguishing mark displayed on vehicles driven by drivers under instruction is that used by other countries to identify novice drivers. It is common, but not necessary, to read it as L for learner. A plurality of marks would not be desirable.
