asked the Secretary of State for the Environment if he will consider issuing a circular to local authorities on the advisability of re-housing families with young children from multi-storey blocks of flats and high-rise tenements to low-rise buildings.

Circular 35/73 drew attention to the desirability of housing families with young children on the ground wherever possible, and my right hon. Friend the Minister for Housing and Construction has frequently emphasised the need for action. Subsequent surveys show that considerable progress has been made in transferring such families out of high-rise accommodation, and we do not consider that a further circular is required.
