asked the Secretary of State for Employment on what criteria Merseyside, Tyneside and Leeds were chosen for the adult employment subsidy.

Mr. Golding

The aim of the adult employment subsidy is to run a small experiment to test the effectiveness of a subsidy in increasing the employment prospects of those unemployed for a year or more. The areas which have been selected are those in which over the last few years, the employment prospects for the long term unemployed have been comparable to those in other areas, so that any deviation is likely to be the result of the effects of the subsidy. The subsidy is being tried in areas with different levels of unemployment to assess the extent to which the effectiveness of the subsidy may vary with the level of unemployment.
