§ Mr. Formanasked the Minister of Overseas Development if she will list the countries which receive official bilateral aid from the United Kingdom in rank order according to the following different criteria: (a) how much they import from the United Kingdom, (b) their strategic importance in the eyes of Her Majesty's Government, and (c) the longevity of their ties with the United Kingdom.

Aid is provided primarily on the basis of need, having regard to aid flows from other sources, our own historical connections, and other political and commercial factors. The significance of these wider considerations may vary, and it would not be appropriate to attempt to rank countries receiving aid from the United Kingdom in that kind of way.
