asked the Chancellor of the Exchequer if he is satisfied that the definition of waste paper is sufficiently strict to prevent the importation of damaged reels of finished paper, major proportions of which can be utilised and constitute additional imports to those specified in the quota levels.

Mr. Robert Sheldon

, pursuant to his reply [Official Report, 25th April 1978; Vol. 948, c. 535], gave the following information:

Waste paper as such is not precisely defined. Reels of damaged paper may be imported free of duty on condition that they will be used for re-pulping. Post-importation controls are designed to ensure that such reels not used for this purpose become subject to quota or are charged with duty. If my hon. Friend has any particular case of unauthorised diversion in mind and will provide details, Her Majesty's Customs and Excise will be glad to investigate it.
