36. Miss Boothroyd

asked the Secretary of State for Foreign and Commonwealth Affairs, in view of the fact that the St. Lucia Government was elected in 1974 on a platform of independence, and that two years have elapsed since the Government of St. Lucia first sought to terminate associated status with Her Majesty's Government, if he will make a statement on his policy towards independence for St. Lucia.

Mr. Rowlands

I held talks last month with the St. Lucia Government and Opposition at which it was agreed that the process of consultation would be consolidated and, as part of this, that the Government of St. Lucia would publish for public discussion a draft constitution for an independent St. Lucia. I also stated that, subject to my being satisfied that all these processes had been completed, I would be prepared to call a constitutional conference within the next four months.
