§ Mr. Tebbitasked the Secretary of State for the Environment if he now expects to be able to give any advice to local authorities concerning the blacklisting of companies which have breached phase three of the Government's pay policy or concerning the form of contract which 562W they should use in public purchasing, in order to enforce that pay policy, before the end of phase 3 of the pay policy.
§ Mr. ShoreI am still considering what advice would be helpful. In deciding on the form it might take and its timing, I would of course wish to consult the local authority associations and take account of their views.
