asked the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement about his discussions over the independence constitution for Namibia.

The Five Powers' proposal for a settlement in Namibia envisages that the freely elected Constituent Assembly will draft the constitution for independence. It does not propose what form that constitution should take, nor has this been the subject of discussions between the Five Powers and the parties concerned.
