§ Mr. JuddMy right hon. Friend has seen a synopsis of the proposals and numerous Press reports about them. It would, however, be premature for the British Government to comment before the Secretary-General of the United Nations has made his views known following his confidential talks with the parties and before there has been an opportunity to study the proposals in detail.
