asked the Secretary of State for the Environment if, in calculating the London rate equalisation formula for 1978–79, he will take into account the increasing social amenity and housing problems of the outer London boroughs as well as the inner London area.

Mr. Freeson

The 1978–79 rate support grant arrangements for London were approved by the House before Christmas and cannot now be changed. When we come to make our proposals for 1979–80 in the autumn, we shall want to take into account the social and economic problems of all authorities.
