asked the Secretary of State for the Environment if is Department has taken steps to monitor the performance of construction firms contracted to modernise council properties; and if he will consider maintaining a central list of firms which have performed unsatisfactorily.

No. We advise local authorities to check on the standing and performance of construction firms before inviting tenders. It would be impracticable to maintain a central list of those who had performed unsatisfactorily.

Local authorities are responsible for the placing and management of their own contracts. It would be for them to carry out any necessary monitoring of the performance of construction firms.
