§ Mr. William RodgersIf local authorities which do not at present do so were to provide a half-fare concession for pensioners and handicapped people, as suggested in Circular 2/78, the total cost to public funds of all concessionary fare schemes in England and Wales—both existing and new ones—would be about £110 million a year.
