asked the Secretary of State for Transport what he estimates to be the likely cost to public funds if all local authorities paid 50 per cent. of the cost of concessionary travel for pensioners and the disabled, as recommended in his Circular 2/78.

If local authorities which do not at present do so were to provide a half-fare concession for pensioners and handicapped people, as suggested in Circular 2/78, the total cost to public funds of all concessionary fare schemes in England and Wales—both existing and new ones—would be about £110 million a year.
